Transition of Quality Control from Scheme-I to Scheme-II

Department for Promotion of Industry and Internal Trade (DPIIT) has introduced the Transition Facilitation (Quality Control) Order, enabling manufacturers to obtain BIS licenses under Scheme-II for certain products covered under existing QCOs (Scheme I). This provision is applicable only for supplies made to entities that have obtained specific permission from DPIIT.  Covered Products for which

Covered Products for which transition is applicable: 

  • Toys 
  • Personal Protective Equipment (Footwear) 
  • Air Conditioners and Related Parts 
  • Footwear made from All Rubber and Polymeric Materials 
  • Footwear made from Leather and Other Materials 
  • Electrical Appliances for Domestic Water Heating 
  • Electrical Appliances for Domestic Clothes Washing 
  • Hinges 
  • Furniture 
  • Safety of Household, Commercial and Similar Electrical Appliances 

Key Highlights: 

  • DPIIT has constituted an Implementation Committee comprising representatives from DPIIT, BIS, DGFT, the Department of Commerce, and the Department of Consumer Affairs to assess applications. 
  • The Committee will evaluate applicants based on technical capability, compliance history, quality assurance systems, supply-chain controls, and commitment towards developing manufacturing, technology, design, or R&D capabilities in India. 
  • Applications under this Order can be submitted within 24 months from the date of commencement. 
  • The Order will remain in force for five years, unless extended by the Central  Government through a further notification.
