The Government of India (Ministry of Heavy Industries) has withdrawn the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, commonly known as Scheme-X (OTR). This withdrawal was officially notified on 14 January 2026.

Background 

The OTR-2024 was first notified on 28 August 2024 to strengthen safety requirements for a wide range of machinery and electrical equipment, such as earthmoving machines, cranes, textile machinery, and more. 

Under this regulation, manufacturers and importers were required to obtain BIS certification before manufacturing, importing, or selling these products in India. 

Why the Regulation Was Withdrawn 

After the notification, the government received multiple representations from industry associations and stakeholders, including the Indian Construction Equipment Manufacturers’ Association (ICEMA) and players from the textile and manufacturing sectors. 

The key concerns raised were: 

  • Very strict and difficult compliance timelines.
  • Complex testing and certification procedures. 
  • Possible disruption to manufacturing operations and supply chains. 

The regulation was found to be especially challenging for MSMEs and manufacturers who do not have access to advanced testing and certification facilities. 

Considering these issues, the government has decided to withdraw the enforcement of the OTR for now.
