Revised Circular on Software for ER-Certified IP Cameras

The Ministry of Electronics and Information Technology (MEITY) has issued a revised notification dated 02/02/2026, updating its earlier circular dated 26/11/2025 regarding the software update process for ER-Certified IP Cameras.  The main objective of this revision is to give OEMs additional time to address issues and ensure that devices remain secure, up to date, and compliant.  Note: Only the key changes are

The Ministry of Electronics and Information Technology (MEITY) has issued a revised notification dated 02/02/2026, updating its earlier circular dated 26/11/2025 regarding the software update process for ER-Certified IP Cameras. 

The main objective of this revision is to give OEMs additional time to address issues and ensure that devices remain secure, up to date, and compliant. 

Note: Only the key changes are highlighted below. All other provisions remain unchanged. 

Key Differences Between the Original and Revised Circulars 

1. EoL Library Deadline 

Original (26.11.2025):
End-of-Life (EoL) libraries had to be updated in the firmware within 6 months of expiry. 

Revised (02.02.2026):
The timeline has been extended. EoL libraries must now be updated in the firmware within 1 year of expiry. 

2. Emergency Fixes 

Original: 

  • Immediate fix required. 
  • Impact Analysis to be submitted within 10 days. 
  • Lab verification required. 
  • If a vulnerability is found during testing, the product is considered non-compliant. 

Revised: 

  • The same requirements continue. 
  • If any vulnerability is identified during testing or verification, the product will be treated as non-compliant.

3. Products Under Testing 

Original:
Not clearly defined. 

Revised:
Samples under testing will be considered compliant if EoL libraries are updated within the 1-year timeline, provided no vulnerability is identified or disclosed during testing.  

4. Non-Compliance Rules 

Original:
Devices were considered non-compliant if EoL updates were delayed beyond 6 months. 

Revised:
Devices will be non-compliant if they continue using EoL libraries or components after 1 year from expiry. 

Summary of Revisions 

  • Extended Timeline: The deadline to update EoL libraries has been extended from 6 months to 1 year. Firmware updates must be completed before the end of this 1 year. 
  • Clearer Testing Provisions: Products under testing now benefit from the extended timeline, making the certification process smoother. However, any vulnerability found during testing or verification will result in non-compliance. 
  • No Other Changes: All other requirements remain the same, with improved clarity in the revised notification.
