One of the key changes is that following the rescission of the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Order, 2024, machinery safety certification under these guidelines will now be voluntary.
What does the new framework cover?
The guidelines provide a structured process for manufacturers to obtain a BIS licence to use the Standard Mark. This includes:
- Identifying the applicable safety requirements and standards
- Preparing and submitting a detailed Technical File
- Preparing a Product Compliance Report covering the applicable safety requirements
- Conducting a risk assessment and implementing risk-reduction measures
- Completing safety validation and providing the required test reports and supporting documents
- Undergoing a desk audit followed by a site audit
- Assessment of manufacturing processes, quality assurance measures, and infrastructure
Why is the Technical File important?
The Technical File is an important part of the certification process. It is expected to include:
- Details of the product
- Applicable safety requirements
- Product photographs
- Manufacturer information
- Traceability details
- Design and technical documentation

What happens during the site audit?
During the site audit, BIS may verify the information provided in the Technical File. This may include demonstrations and evaluation of:

The framework also provides a defined process for addressing shortfalls, corrective actions, and nonconformities. If deficiencies persist or major deviations are identified, the application may ultimately be rejected.
