Portable Li-ion cells and batteries are covered under IS 16046-2, where manufacturers declare the rated capacity of the cells and batteries. Recently, several instances of misdeclaration of rated capacity have been observed.

To safeguard consumer interests, the Ministry of Electronics and Information Technology (MEITY) has issued an order mandating testing to measure the rated capacity of sealed secondary lithium cells and batteries under IS 16046 (Part 2).

Key Takeaways

  • The rated capacity will be measured as per Clause 7.3.1 of IS 16047 (Part 3)
  • This order will come into effect from 1st May 2027 for:
    • New registrations
    • Inclusion
    • Renewal of registrations for cells and batteries
  • Existing registrations remain valid until their expiry. However, any model selected during surveillance testing must undergo measurement and verification of the declared rated capacity.

Changes in Testing

  • The sample quantity for testing will increase.
  • Testing timelines will be slightly longer.

Next Steps

  • Implementation guidelines and the Test Report Format (TRF) from BIS are awaited.
  • Once released, manufacturers should take necessary actions to comply with the new requirements for Li-ion cells and batteries for portable applications.
