On 18 December 2025, MEITY issued a notification to simplify the process of CCTV. Camera Testing & Evaluation under BIS CRO and STQC IoTSCS PPO Scheme.
Key Clarifications
- BIS CRO – Test Report Validation not required.
- STQC IoTSCS PPO – Test Report Validation is mandatory.
The Issue
Applicants have been applying for PPO certification after completing CRO testing to bypass the validation requirement under IoTSCS. This practice has caused:
- Procedural ambiguity
- Rework and re-testing
- Delays in certification
New Process Guidelines:
1. If PPO is not required
- Applicant must submit an undertaking confirming they will not opt for PPO certification while initiating CRO testing (as per ER-01).
2. If PPO is required
- No undertaking needed.
- Submit the PPO application form in parallel with CRO testing.
- The lab will request the certification body to appoint a validator.
- This ensures timely validation, avoids rework, and accelerates PPO certification.
- Save re-testing costs
3. Validator Requirement under STQC IoTSCS
- A PPO Validator is mandatory at every stage of testing, even before the release of the first cycle of the test report.
- Labs must coordinate with the validator in a timely manner.
4. Consistency in Results
- While uploading CCTV models, labs must ensure no inconsistencies between CRO and PPO results when PPO testing is opted.
