The Ministry of Commerce and Industry, through the Department for Promotion of Industry and Internal Trade (DPIIT), has issued the Cookware, Utensils and Cans for Food and Beverages (Quality Control) Second Order, 2026, dated 13 October 2026, superseding the earlier Quality Control Order.

Under the Order, specified products must conform to the applicable Indian Standards and bear the BIS Standard Mark under a valid licence, as per the prescribed implementation timelines.

Key Products and Implementation Timelines

  1. Wrought Aluminium Utensils: IS 1660:2024

The requirements will take effect immediately for all categories of enterprises.

  1. Aluminium Cans for Beverages: IS 14407:2023

The implementation deadlines vary according to enterprise classification:

  • General enterprises: 1 April 2027
  • Small enterprises: 1 July 2027
  • Micro enterprises: 1 October 2027

Other Important Provisions

The Order also outlines several exemptions and transitional provisions:

  • Export exemption: Products manufactured domestically for export are exempt from the requirements, subject to the applicable provisions.
  • Existing stock: Eligible existing stock may be sold for up to six months from the applicable implementation date, subject to prescribed declaration requirements.
  • Imported products: Specific exemptions apply to imported products filled with solid, liquid or gaseous materials, subject to the conditions specified in the Order.
  • Research and development: Eligible imports for R&D purposes may qualify for exemption, subject to the prescribed conditions.

Certification and Enforcement

The Bureau of Indian Standards (BIS) will act as the certification and enforcement authority under the Order. Violations may attract penalties under the BIS Act, 2016.

What Businesses Should Do

Manufacturers and importers dealing in the covered products should identify the applicable Indian Standards, verify their eligibility for exemptions, assess their BIS certification requirements, and plan compliance activities in line with the relevant deadlines.

Early preparation can help businesses manage certification requirements, account for transitional provisions, and avoid last-minute compliance challenges.
