The Draft Food Safety and Standards (Packaging) Amendment Regulations, 2026 have been released by FSSAI for public consultation on 28th April 2026.
Key proposal:
- Introduction of specific packaging requirements for pan masala
- Only the following packaging materials will be allowed:
- Paper, paperboard, or natural-origin materials (without any plastic content)
- Tin or glass containers
- Use of plastic materials (including polyethene, polypropylene, PVC, polyester, etc.) and metallised layers like aluminium foil will not be permitted
- The proposal also aligns with existing Plastic Waste Management Rules, restricting the use of plastic in packaging of products like pan masala, gutkha, and tobacco
- Public comments or suggestions can be submitted within 30 days from the date of publication (28 April 2026).
