The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, has proposed a Draft Quality Control Order (QCO) for Commercial Pressure Cookers under IS 17870:2022.
What Does the Draft Propose?
Once notified and brought into force, manufacturers of covered commercial pressure cookers will be required to:
- Comply with IS 17870:2022
- Obtain a BIS licence under Scheme-I (ISI Scheme)
- Manufacture or sell products bearing the BIS Standard Mark under a valid licence
BIS will be responsible for certification and enforcement under the proposed Order.
Proposed Implementation Timeline
The QCO would come into effect after the following transition periods, calculated from the date of publication in the e-Gazette:
- General Enterprises: 6 months
- Small Enterprises: 9 months
- Micro Enterprises: 12 months
Other Key Provisions
- Products manufactured in India solely for export are proposed to be excluded.
- The latest version of the applicable Indian Standard, including subsequent amendments issued by BIS, will apply.
- Once the QCO comes into force, non-compliance may attract action under the Bureau of Indian Standards Act, 2016.
What Businesses Should Do Now
As this is currently a draft proposal, businesses dealing with commercial pressure cookers should monitor its progress and use the lead time to review their product specifications, testing requirements, and BIS certification readiness.
