What’s New?
Inclusion of Consignee
The term “consignee” is now being formally included along with consignor in transport-related provisions, expanding responsibility across stakeholders.
Transport License Clarification
Clear guidelines introduced:
- If the consignee provides the vehicle → transport must be under the consignee’s license.
- If the consignor provides the vehicle → transport must be under the consignor’s license.
Shared Responsibility for Delivery
Both consignor and consignee will now be responsible for ensuring proper delivery compliance.
Wider Accountability in Rule 38
The term “occupier” is added along with office-bearers, increasing accountability at operational levels.
