
DPIIT Notifies Amendments to Footwear Quality Control Orders

The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry, has issued two amendment notifications to the Footwear Quality Control Orders, 2024, covering:
- Footwear made from All Rubber and All Polymeric Material and its Components, and
- Footwear made from Leather and Other Materials.
Under these amendments, the orders have been renamed as:
- Footwear made from Leather and Other Materials (Quality Control) Amendment Order, 2026, and
- Footwear made from All Rubber and All Polymeric Material and its Components (Quality Control) Amendment Order, 2026.
These amendments came into force on 12 June 2026 and introduce the following key changes:
Key Amendments
- Extension of Compliance Timeline
The exemption period under both Quality Control Orders has been extended from 31 July 2026 to 31 July 2027.
This provides manufacturers and importers with an additional year to comply with the applicable BIS Quality Control requirements.
- Introduction of an R&D Import Exemption
A new provision allows manufacturers of leather and footwear products to import up to 4,500 pairs of footwear or related articles per year for Research & Development (R&D) and other non-commercial purposes, subject to the following conditions:
- The imported products must not be sold commercially.
- Each product must be clearly marked “NOT FOR SALE.”
- The products must be disposed of as scrap after use.
- Manufacturers must maintain year-wise records of such imports and furnish them to the Government whenever required.
