DPIIT Issues Draft QCO on Finished Bimetal Bandsaw Blades

The Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry has proposed the Finished Bimetal Bandsaw Blades in Coils and Welded Loops (Quality Control) Order, 2026.  The proposed Order seeks to introduce mandatory quality and BIS certification requirements for covered finished bimetal bandsaw

The Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce and Industry has proposed the Finished Bimetal Bandsaw Blades in Coils and Welded Loops (Quality Control) Order, 2026. 

The proposed Order seeks to introduce mandatory quality and BIS certification requirements for covered finished bimetal bandsaw blades. 

Products Covered 

The draft QCO covers: 

  • Finished Bimetal Bandsaw Blades in Coils 
  • Finished Bimetal Bandsaw Blades in Welded Loops 

Applicable Indian Standard: IS 5030 (Part 1 & 2): 1982 – Specification for Metal Cutting Bandsaw Blade 

BIS Certification Requirement 

Under the proposed Order, the covered products will be required to: 

  • Conform to the applicable Indian Standard. 
  • Bear the BIS Standard Mark under a valid BIS licence. 
  • Follow Scheme-I of Schedule-I of the BIS (Conformity Assessment) Regulations, 2018. 

The Bureau of Indian Standards (BIS) will be responsible for the certification and enforcement of the requirements under the proposed Order. 

Proposed Implementation Timeline 

The draft provides different implementation periods based on the size of the manufacturing enterprise. The respective periods will be calculated from the date of publication of the final Order in the e-Gazette: 

Category of Manufacturer  Implementation Period 
General manufacturers  6 months 
Small enterprises  9 months 
Micro enterprises  12 months 

Key Exemptions 

The proposed Order provides exemptions for certain products and circumstances, including: 

  • Products manufactured domestically for export. 
  • Up to 200 units per year imported for research and development purposes, subject to specified conditions and record-keeping requirements. 
  • Certain goods manufactured or imported before the commencement of the Order, subject to the conditions specified in the Order. 

Important Note 

The proposed QCO will come into force from the date of its publication in the Official Gazette. 

The latest version of the applicable Indian Standard, including any amendments issued by BIS from time to time, will apply to the covered products. 

Manufacturers and importers dealing with finished bimetal bandsaw blades should review the proposed requirements and assess their potential BIS certification requirements in advance.
