This development is a major step toward enabling connected and intelligent transportation systems in India. It allows the deployment of C-V2X technology with simplified regulatory requirements, supporting safer roads, better traffic management, and smarter mobility solutions.  

What is an On-Board Unit (OBU)?  

An “On-Board Unit” (OBU) is radio equipment (including its antenna) that operates within an intelligent transport system designed for road safety and traffic management. To qualify, the device must either be installed on a vehicle, integrated as a built-in part of the vehicle, or held/carried by an individual in direct relation to a vehicle.  

What Has Changed?  

Under the new rules, On-Board Units used for C-V2X communication can operate in the 5875–5905 MHz frequency band without requiring a separate radio frequency assignment from the WPC.  

However, devices operating in this band must still obtain ETA-SD (Equipment Type Approval – Self Declaration) through the designated online portal to ensure compliance with WPC requirements.  

Technical Requirements for the 5875–5905 MHz Band  

Devices operating under this license exemption must comply with the technical limits prescribed by the WPC:

Maximum In-Band EIRP  33 dBm

Why Does This Matter?  

The new framework removes a key regulatory hurdle for connected vehicle technologies, making it easier for manufacturers and technology providers to introduce C-V2X-enabled solutions in India.   

These systems can support applications such as vehicle-to-vehicle communication, collision warnings, traffic coordination, and other advanced road safety features that are essential for the future of smart transportation.
