The SWM Rules, 2026 came into force on 1 April 2026, replacing the SWM Rules, 2016.
Who Does This Apply To?
The fee guidelines cover various entities regulated under the SWM Rules, 2026, including:
- Bulk Waste Generators (BWGs)
- Solid waste processing facilities
- Material Recovery Facilities (MRFs)
- RDF and MRF-cum-RDF facilities
- Certain industrial units and Waste-to-Energy plants
- Sanitary landfill operators
Who Qualifies as a Bulk Waste Generator?
An entity can qualify as a Bulk Waste Generator (BWG) if it meets any one of the following criteria:
- Floor area: 20,000 sq. m. or above
- Water consumption: 40,000 litres or more per day
- Solid waste generation: 100 kg or more per day
Registration Fee for Bulk Waste Generators
The applicable registration fee depends on the quantity of solid waste generated per day and the type of establishment:

| < 500 kg/day | ₹1,000 | ₹1,500 | ₹2,000 |
| 500–2,000 kg/day | ₹2,500 | ₹3,750 | ₹5,000 |
| > 2,000 kg/day | ₹5,000 | ₹7,500 | ₹10,000 |
Annual Processing Fee
An annual processing fee of 25% of the applicable registration fee is payable at the time of filing the annual return.
The guidelines also specify the applicable fees for other entities covered under the SWM Rules, 2026.
