The Bureau of Indian Standards (BIS) has issued a new circular clarifying that maintaining an in-house laboratory is no longer mandatory for manufacturers operating under BIS product certification scheme.
Manufacturers can now opt for alternative testing arrangements such as:
• Shared or common testing facilities
• Cluster-based testing facilities
• Sub-contracting testing to BIS-recognized or ISO/IEC 17025 accredited laboratories
Additionally, the Scheme of Inspection and Testing (SIT) is now recommendable, not mandatory. Manufacturers are free to define and follow their own Quality Assurance Plan (QAP) to ensure compliance with applicable Indian Standards.
This update applies to most products, with specific exclusions like DPIIT/PESO-regulated products, cement, food products, protective helmets, and products certified on a factory testing basis.
