
BIS Issues Implementation Guidelines for Revised UPS Standard

The Bureau of Indian Standards (BIS) has issued guidelines regarding the implementation of the revised standard for Uninterruptible Power Systems (UPS) – IS 16242 (Part 1):2025 / IEC 62040-1:2017.
Highlight Points:
- The revised standard replaces IS 16242 (Part 1):2014 / IEC 62040-1:2008.
- Both standards will run concurrently only up to 19 November 2025. With effect from 20 November 2025, licenses based on the previous standard shall no longer remain valid.
Key Changes in IS 16242 (Part 1):2025 / IEC 62040-1:2017
- The definition of movable UPS, the requirement of a permanently connected UPS has been added.
- Extra working voltages in the creepage distance test have been added.
- Requirements for steady force test, handles/manual controls, touch current measurement, temperature rise test and permanently connected UPS in capacitor discharge test have been added.
- Requirement for New test clauses for: short time withstand current, unsynchronised load transfer, loss of coolant, dry heat, damp heat, hydrostatic pressure.
- Modified requirements of tests like- flammability of enclosure materials, capacitor discharge test for type B UPS, and input current test.
Existing licensees:
- Submit complete BIS-recognised test reports for all lead models tested under the revised standard.
- Submit an undertaking confirming compliance with other series models covered under the license.
New applicants:
- Applications with samples already submitted or test reports issued may continue under the old standard.
- New applications may follow either the old or revised standard, but processing under the old standard will only be allowed until the last implementation date of IS 16242 (Part 1):2025/IEC 62040-1:2017, with a declaration to shift to the revised standard by then.
- After this date, no licences will be granted under the old standard.
- Any change in license scope will follow the same rules as for applicants. Requests under the old standard are allowed only until the license shifts to the new standard or its implementation date, whichever comes first. These rules are effective immediately.
