
BIS Issues Guidelines for IS 16102 (Part 1): 2026
The Bureau of Indian Standards (BIS) has issued implementation guidelines for the revised safety standard IS 16102 (Part 1): 2026, applicable to Self-Ballasted LED Lamps. Earlier, these products were certified under IS 16102 (Part 1): 2012. On 24 February 2026, BIS officially instructed all manufacturers to transition to the new 2026 version of the standard. The Bureau of Indian Standards (BIS) has issued implementation guidelines for the revised safety standard IS 16102 (Part 1): 2026, applicable to Self-Ballasted LED Lamps.
Earlier, these products were certified under IS 16102 (Part 1): 2012.
On 24 February 2026, BIS officially instructed all manufacturers to transition to the new 2026 version of the standard.
BIS announced that the 2012 version will be withdrawn after 2 August 2026.
After this date, manufacturers must comply with IS 16102 (Part 1): 2026. Continuing under the old standard will not be permitted.
The implementation guideline is effective immediately.
Key Updates Introduced in IS 16102 (Part 1): 2026
The revised standard introduces several important updates:
- Rated input power coverage increased from 35W to 60W.
- Photobiological safety testing requirements added.
- LED lamps with non-removable rechargeable batteries are now included.
- Testing requirements added for abnormal operating conditions.
- Ingress Protection (IP) testing requirements were introduced.
- New marking requirement for lamps not suitable for water contact.
- New photobiological safety marking requirement.
- Testing requirement added for axial strength of Edison caps.
- Fault condition testing requirements revised.
Requirements for Existing BIS Licensees
Existing BIS licensees must:
- Implement the revised standard before 2 August 2026
- Submit complete test reports for all lead models as per IS 16102 (Part 1): 2026
- Submit an undertaking confirming compliance of all series models with the revised standard
If compliance is not completed before the deadline:
- The BIS license may be cancelled, or
- Non-compliant models may be removed from the license
Non-compliance after the deadline can directly affect license validity.
Guidelines for New BIS Applications
- If product samples have already been submitted and testing has started, applications may continue under the 2012 standard.
- However, manufacturers must submit a declaration confirming that they will adopt the revised standard before the deadline.
After 2 August 2026, no new licenses will be granted under the 2012 version.
Change in Scope of License – What Manufacturers Should Know
When applying for a scope change, manufacturers must consider the transition requirements.
Requests under the old standard will only be allowed until whichever happens first:
- The licensee switches to the revised standard, or
- The implementation deadline arrives
Mandatory Transition Requirement
The transition to IS 16102 (Part 1): 2026 is mandatory.
Manufacturers should start:
- Product testing,
- Documentation updates, and
- Compliance planning
well in advance to avoid license cancellation or business disruption.
